- Added tenant-scoped Fleet and Facility asset custom-field management.
- Added P1 schema tables, permissions, route registration, drawer actions, and tenant KB walkthroughs.
- Updated Capability Matrix, Capability Catalog, Framework Matrix, and framework specs so P1 now validates as Operational.
- Added scripts/validate-p1-operational.php and wired it into the publish gate.
Operational Impact
P1 now has a validator-backed closeout: 41 P1 capabilities marked Operational, with Fleet/Facilities separation and tenant-owned data boundaries preserved.
